Summary As a Senior Real Property Asset Management Specialist, you will responsible for the strategic planning of portfolio management and performance measurement. for portfolio planning, analysis, and reporting. and for portfolio management policy, guidance, training, and tools. Location of position: PBS/Office of Portfolio Mgmt Cust Engagement We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities Leads the nationwide development of real property asset management policy. Provides expert interpretation or guidance on the policy. Develops implementing instructions and tools and conduct training. Provides program oversight and ensures consistent implementation. Provides expert technical advice on all issues related to real property asset and portfolio management for stakeholders within GSA and outside of GSA, including: furnishing written instructions, reference materials and relevant background material to employees; maintaining current knowledge; answering questions from analysts on procedures, policies, and directives; and obtaining information from the supervisor regarding final decisions on major problems and issues that arise. Prepares and presents requested briefing/presentation materials for senior management and represent GSA by personally conducting presentations as requested. Serves as a senior regional asset management liaison on issues related to regional asset and portfolio management. This activity involves: Reviewing technical reports or papers created by the regional offices which influence the region in terms of current or future asset and portfolio management functions. Prepares PBS policies, operating practices, and directives to ensure they reflect the goals and objectives of PBS while meeting the requirements of external stakeholders. These stakeholder requirements include, but are not limited to, Executive Orders, Administration and OMB directives, and Congressional mandates. Conforms these external real property mandates to include development of agency plans, submission of required reports, and representing PBS on interagency councils and with external stakeholders. Undergo and pass a background investigation (Tier 1 investigation level). To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience in developing real property asset management policies, developing instructions and conducting training.
